So much better than wasting your money on buying them. And if you wanted to soul trap just for conjuration exp then just spam cast soul trap on a dead body. It gets to so fast. What I do is buy from the jarls wizard in Dragonreach then save the game, kill him, load save, buy more, save and kill him again, then load again and keep repeating the process.
He restocks every time you reload. Tolfodir sells them in the College of Winterhold. Wait 48 hours and he replenishes requires 2 wait periods. But you can sit there in one place which is nice.

They are available both filled and empty. I have never bought soul gems unless I just wanted to dump more gear on the current merchant I was dealing with, as I get tired of traveling to multiple places to sell off loot.
You can generally find plenty of gems in game, especially if you go to dungeons with mages or go to Dwemer ruins, the automatons have a high percentage of soul gems inside them, and so you really don't have to buy them, unless you are just trying to level up enchanting quickly.
